Citizens' Academy is an eight-week civic engagement course. Participants meet weekly for approximately three hours on Thursday evenings. The group tours Garden City Regional Airport, the City Administrative Center, Lee Richardson Zoo, and the other City facilities. Presentations are also given by the Fire Department, Police Department, Public Utilities, Public Works, Buffalo Dunes, Golf Course, and more. Dinner is served each week.

In an effort to ensure that citizens of Garden City are served efficiently, the following policy will apply to the disposal of yard care clean up through weekly routine grass clippings and leaf rakings
The responsibility for the removal of tree limbs, hedge, or brush clippings from the owner / occupant's premises is that of the owner / occupant, except those limbs cut by City or commercial utilities who will remove what they cut.
The City of Garden City has a program available to its residents called Rent-A-Truck Program. This Program allows homeowners to use a City dump truck to clean up their property for a minimum charge of $55.00 each time the service is used.
The Public Works office offers a cost share for existing Sidewalk and Driveway Approach Program up to $1,000.00 for residential and commercial properties within City limits.
Spring and Fall Cleanups are Citywide initiatives to clean up personal property in Garden City. City waste collection crews facilitate the effort with expanded residential neighborhood collections routes.
In support of keeping the “GARDEN” in Garden City, the City’s Parks and Tree Board offers an interest-free loan program to assist homeowners in the removal of dead trees, stumps, and pruning of healthy trees.
